It refers to any agency whether natural or juridical, private or governmental, profit or non profit that engages mainly in programs and services that promote the welfare and development of one or more clientele groups. The clientele groups maybe children, youth, women, PWDs, older persons, victims of disasters, disadvantage families, communities and individuals, families and communities in crisis.
SOCIAL WELFARE AND DEVELOPMENT AGENCY
The process involves sacrificing individual interests for family welfare, parental efforts to provide education, older children sacrificing for younger siblings, and mothers making sacrifices for the family.
Emotional Closeness and Security in a Family
According to John C. Kidneigh (1950), he defines it as the process of transforming social policy into social services, a two way process of transforming policy into concrete social services and the use of experience in recommending modification of policy. It involves the administration of public and private agencies.
Social Welfare Administration
It is the ability of an individual to influence, motivate, and enable others to contribute towards the effectiveness and success of the organization of which they are members
Leadership
Created through constitutional mandates, legislative acts, and executive orders, have a bureaucratic, less flexible organizational structure that must adhere to government procedures, including proper accounting and auditing.
Public Agencies
A classification of SWDA, managed by the National Government Agencies (NGAs) or LGUs which are exempted from registration and licensing but its SWD programs and services are required to be accredited by the DSWD.
Public SWDA
Sensitivity to personal affront and functions to protect the individual against loss of social acceptance. Closely related to this value is the value of “hiya”

These are organizations, often national chapters of international organizations, are established by sectarian or non-sectarian groups and are governed by their own charters, constitutions, laws, and boards, allowing for flexible policies and programs.
Private Agencies
A non stock, non profit organization duly established and or recognized under the laws performing SWD activities.
PRIVATE SWDA
Families will remain close if someone exerts firm authority, and that such person must be respected and obeyed. Closely related to this value is the respect for traditions and rituals no matter how impractical they have become.
The Authority Value
It is a group of person who have organized themselves as a legal corporate body. It is initiated spontaneously and governed by its own members without any external control or compulsion.
