This is the definition of a Judge(s).
What is men and women appointed by God to deliver and maintain order among the Israelites. These judges were used to defeat the captors and to release the Israelites from their clutches. God worked through them to steer the Israelites into repentance and reconciliation with God. And though God was merciful enough to send out the judges, the Israelites developed a cycle of disobedience. Reference: Judges 2:16 "Nevertheless, the Lord raised up judges who delivered them out of the hand of those who plundered them."

As the 23rd parable, this story talks about a servant who owed his master a debt and could not pay. The servant begs for mercy and the master being good, forgives his debt. The same servant who was forgiven is owed a large debt by another servant but does not show mercy and has that servant thrown into jail. The master hears of this and calls in the servant that he had forgiven. The master is angry with the servant for not showing the same mercy he was given and is thrown in jail to be tortured until his debt was paid.
