Why did we feel the need to add the 3rd amendment to our constitution?
British soldiers before and during The Revolutionary War were living with citizens at some points.
Why did we create a rule telling the government they have to pay for private property?
So the government can not just take peoples property!

So the government cannot make whatever decision they would like. The people judging keep the government in check
