Regulation or Not: 

Jazzy is supposed to be doing his math worksheet, but is just sitting there staring at it after a few minutes. Ms. Pye tells him to reset and that his direction was to complete his work. He says "no" in an angry voice and continues to stare at his paper. 

It does seem like Jazzy needs to regulate. 

Even if he has a safe body, he is not speaking with good purpose towards Ms. Pye or following directions and is showing some signs of dysregulation or frustration. 

This would be Missing Work (and could escalate further) if he continues.
