No. The Quran can't be touched but can be recited from memory, like duas and surahs that you have memorized.
When can I do ONLY the Faraid of wudu?
When there is too little time, when there is too little water.

It is disliked, so we won't get the full reward. Our wudu will be done in a disliked way. BUT, the wudu will still count.
