Britain built the biggest ship - the Dreadnaught.  Germany, who shared the North Sea with Britain, felt compelled to build its navy up including its own dreadnaughts.  Germany increased its army, and France which shares a border with Germany, felt the need to build up their army in response.

Time was spent raising money for the war effort (Patriotic Fund and Victory Bonds), as well as gathering and making supplies needed by the Red Cross.
