Formally submit their recommendations to ORR and/or the immigration court in the form of Best Interests Determinations (BIDs). ORR considers BIDs when making decisions regarding the care, placement, and release of unaccompanied alien children, but it is not bound to follow BID recommendations. ORR presumes that they are acting in good faith with respect to their role on behalf of unaccompanied alien children and does not retaliate against a the individual for actions taken within the scope of their responsibilities.
