What is the difference between the requirements of the Certificate of Title/Origin when purchasing from a dealer and purchasing out of state?
When purchasing from a private owner the Certificate of Title has to be properly signed in the seller's name. When purchasing out of state (if the vehicle is new) the COO must be properly signed by the dealer,or (if it is used) a properly signed COT. Both require a Bill of Sale.

How many license plates should each type of vehicle have? (Passenger vehicles, motorcycles, truck-tractors, etc.)
Passenger vehicles, trucks, and vans must display 2 plates, one on the front and one on the rear. Motorcycles, mopeds, trailers, semitrailers and buses must display one on the rear. Truck-tractors and apportioned straight trucks must have one on the front.

They must be paid annually and a $20 late fee is assigned if not done before the expiration date.

If you lose your insurance you need to carry some other kind of proof that you have insurance. (insurance binder or the current declarations page of you insurance policy) Failure to carry the required insurance will result in fines, suspension of your driving privileges and suspension of your vehicle registration until proof of insurance is obtained.

They have the option of getting the Circuit Breaker tax relief through the Illinois Department on Aging. It reduces the cost of license plate fees for passenger and recreational vehicles. One discount per year is allowed.
