Any instance where the owner or keeper leaves an animal without demonstrated or apparent intent to recover or to resume custody; or leaves an animal for more than 12 hours without providing for adequate food, water and shelter for the duration of the absence; or turns out or releases an animal; or dumps or releases an animal from a vehicle.
What is "to abandon"?
Before the director of neighborhood and community services issues any license or tag for a dog, cat or ferret, the owner or keeper thereof shall file with the director of neighborhood and community services a certificate from a licensed veterinarian showing that, the dog, cat, or ferret has this.

This will be charged when an animal is picked up by the supervisor of animal health and public safety and transported to the animal shelter.
What is an impoundment fee?
