How does sleet form?
When rain falls through a layer of air below 0 degrees Celsius, (the freezing point of water) the raindrops freeze into solid particles of ice that are smaller than 5 millimeters in diameter.

How does hail form?
Hail starts off as an ice pellet in a cold region of a cumulonimbus cloud during a thunderstorm. Strong updrafts in the cloud carry the hailstone up and down through the cold region many times. Every time the hailstone goes through the cold region, a new layer of ice forms around the hailstone. Eventually the hailstone becomes heavy enough to fall to the ground.
