Many Southerners resisted the idea of equal rights.They refused to register voters, They created the KKK, which killed around 20,000 people. Congress passed the Enforcement Act of 1870 and 1871. 1870 provided federal supervision of elections in South and 1871 gave president power to use federal troops where KKK active.
