Step Action 1 Before entering the branch office, both dual control team employees are to inspect all sides of the exterior of the branch office for signs of intrusion. Note: For applicable branches with RF pendant devices, both the Observer and the Inspector should have a hand-held alarm pendant (wireless) in their hand, ready for immediate activation during the opening process. It is important to ensure that branches with RF Devices provide the device to the employees responsible to open the branch. It may be necessary to rotate the custody of the RF Device based on employee scheduling. If you have any questions about your RF pendant device, contact your Market Loss Prevention & Protection Services team. 2 Inspect the ATMs: Visually inspect the ATM for skimming devices and evidence of tampering such as scratches or tape. Touch the components and surface for residue or sticky substances that may indicate a skimming device had been attached. If the ATM is equipped with a vestibule card reader, inspect the reader for signs of skimming devices. If a suspicious device, evidence of tampering, or an unusual substance is found, contact your Market Loss Prevention & Protection Services Team only Look for lighting issues, screen image quality, cleanliness and non-PNC materials (ie. business cards, flyers). If a suspicious device, evidence of tampering, or an unusual substance is found, immediately place the ATM temporarily out of service to prevent additional use. Contact your Market Loss Prevention & Protection Services Team and ATM Service Management. Refer to ATM Security - Illegal ATM Device Inspections for detailed procedures. After entering the branch and completing the opening processes, complete the Branch ATM Inspection Log. Indicate the date, time, signature of one of the dual-control team employees that performed the inspection, and note any issues discovered during the inspection. Refer to ATM Security - Illegal ATM Device Inspections for detailed procedures. 3 If the exterior appears secure, the dual control team will determine who will be the Inspector and who will be the Observer. The Observer should remain at the meeting location (remain in vehicle with the doors locked and motor running, if possible). If the Observer did not drive to the branch, remain at a safe distance from the branch (at another business if possible) and in a position to observe the Inspector entering the branch. The Inspector: Unlocks the main branch entrance door, typically located in the front of the building, unless otherwise directed by Loss Prevention Enters the branch office Re-locks the door 4 Once inside, the Inspector should turn off only the premise alarm (all other alarms should stay on), turn on the lights, and perform a complete inspection of the branch interior to make sure no one is hiding inside: Private offices Conference rooms Washrooms Storerooms Closets Behind the teller line Every possible hiding place 5 If the interior is secure, the Inspector will exit the branch, lock the door and walk over to the Observer. Note: If the Inspector does not exit the branch in a timely manner (approximately 5 minutes), the Observer should contact the local police department and your Market Loss Prevention & Protection Services team. 6 Both employees will then enter the branch together (typically through the branch main entrance) and lock the door. Once both employees are safely inside, immediately set the all-clear signal for all other arriving employees. Note: The all-clear signal should be changed at least quarterly and kept strictly confidential. Signals that require the use of lights, blinds, or curtains should be avoided. Avoid using the same signal twice within a 1-year time frame. Important! When to notify Market Loss Prevention & Protection Services and police If the all-clear signal is not displayed within a reasonable time (approximately 5 minutes), all arriving employees should then proceed to another safe location and immediately contact the local police department and your Market Loss Prevention & Protection Services team. 7 All other employees arriving after the initial branch inspection and setting of the all-clear signal must be let in by employees already safely inside the branch, even if the arriving employee also has a key. All other employees should also enter through the branch main entrance, unless otherwise directed by Market Loss Prevention and Protection Services. The dual control team are the only employees to enter the branch with a key. Note: During business hours, employees should enter/exit the branch through customer entrances. Back doors, or doors with peepholes only, do not provide adequate visibility and may not be used by employees or vendors unless directed or approved by Market Loss Prevention and Protection Services. These doors should only be used in case of emergency. 8 Alarm protection for the vaults, safes, and night depository chests are not to be turned off until after the dual control team is safely inside. They are to be opened under dual control at the latest practical time before banking hours begin each morning.
