What age can children be transported for off premise activities in a motor vehicle?

Three years of age and older: Rule .1005(b)(1) ________________________________________________________________________________________________ This does not include transportation to and from the center. This only applies to off-premise activities. Children under the age of three may still participate in off premise activities, but they cannot be transported there. IE: Walks to a neighborhood park.

How long do you have to complete ITS-SIDS training?  Do you have to renew ITS-SIDS, if so when?

1002(f): All administrators and staff scheduled to work in the infant room must have ITS-SIDS.  Classroom staff must have ITS-SIDS within 2 months of assuming responsibilities and every 3 yrs thereafter. 

Administrators must have ITS-SIDS within 90 days of hire and every 3 yrs. 

AT ALL TIMES- a staff with CURRENT ITS-SIDS must be in the classroom.

0604(I) signage regarding the smoking and tobacco restriction shall be posted at each entrance.

When are operational polices and parent participation plans shared with parents?  What is included in the parent participation plan?

0514(b): operational polices shall be discussed with parents on or before the child's first day of attendance.  

A copy shall be porivded to the parents and any changes shall be provded in writing.

(a) Each center shall have a plan that will encourage parent participation and inform parents about the program and its services. The plan shall be discussed with parents on or before the child's first day of attendance and shall be posted in the center or a copy shall be given to parents on or before the child's first day of attendance. 

(b) The plan shall include the following: 

(1) a procedure for registering a child for child care that involves both parents when possible and that encourages a visit to the center by the child and the child's parents before the child begins attending the center;

What is the minimum age of the driver who transports children?

At least twenty-one (21) or a duly licensed school bus driver. Rule .1003(e) ________________________________________________________________________________________________ For all drivers at the center, a copy of their current driver’s license or commercial driver’s license should be kept on file. Administration should be aware of expiration dates and make sure that staff renews their driver’s license in a timely manner.

How often must playground inspections be completed?

0605(q)Monthly 

(q) Following completion of playground safety training as required by Rule .1102(e) of this Chapter, a monthly playground inspection shall be conducted by an individual trained in playground safety requirements. A trained administrator or staff person shall make a record of each inspection using a playground inspection checklist provided by the Division. The checklist shall be signed by the person who conducts the inspection and shall be maintained for 12 months in the center's files for review by a representative of the Division.

1003(l) for routine transport of children to and from the center, staff shall have a list of children being transported. Staff shall document attendance as children board and depart the vehicle.  A list of all children being transported shall also be available at the center.

When do staff need to review the Emergency Preparedness Plan?

Where must children sit in a vehicle?

1001(a)each adult and child shall be restrained with an individual seat belt or child safety seat appropriate to the child's age or weight in accordance with GS 20-135.2A

1001(b)Only ONE person shall occupy each seat belt or child safety seat.  ________________________________________________________________________________________________ Restraint Required: www.buckleupnc.org ________________________________________________________________________________________________ A properly used child restraint device (CRD) is required if the child is less than 8 years old AND weighs less than 80 pounds. Most parents and other care givers will be able to comply by using belt-positioning booster seats for children between 40 and 80 pounds. The child must be within the weight range for the child restraint/booster seat and it must meet Federal standards in effect at time of manufacture. ________________________________________________________________________________ Children may be secured in a properly fitted seat belt at age 8 (regardless of weight) OR at 80 pounds (regardless of age) - whichever comes first. Placing the shoulder belt under a child’s (or adult’s) arm or behind the back is both dangerous and illegal.

(6) Handling and storage of hazardous materials and the appropriate disposal of biocontaminants; 

(7) Precautions in transporting children, if applicable; 

(8) Prevention of shaken baby syndrome, abusive head trauma, and child maltreatment; 

(9) CPR and First Aid training as required in Paragraphs (c) and (d) of this Rule; 

(10) Recognizing and reporting child abuse, child neglect, and child maltreatment; and 

(11) Prevention of sudden infant death syndrome and use of safe sleeping practices.

What are the options for daily activities on the weekly activity plan?  How often is an outdoor activity planned?

(2) reflect that the children have four different activities daily, at least one of which is outdoors, if weather conditions permit, as listed in G.S. 110-91(12) as follows: 

(A) art and other creative play; 

(B) children's books; 

(C) blocks and block building; 

(D) manipulatives; and 

(E) family living and dramatic play; and 

(3) include a daily gross motor activity that may occur indoors or outdoors.

What must be completed within one year of hire and reviewed annually?  What is included?

1104 -

All center administrators and staff members shall complete a professional development plan within one year of employment and review the plan annually. The plan shall: 

(1) document the individual's professional development goals; 

(2) be appropriate for the ages of children in their care; 

(3) include the continuing education, coursework, or training needed to meet the individual’s planned goals; 

(4) be completed by the administrator and staff member in a collaborative manner; and 

(5) be maintained in their personnel file. 

Sample professional development plan templates may be found on the Division's website at http://ncchildcare.nc.gov/providers/pv_provideforms.asp. Another form may be used other than the sample templates provided by the Division as long as the form includes the information set forth in this Rule.

How long do I have to hire another staff with equal or higher education requirements when someone leaves the center?

120 days (4 months)
