Families may request a change in placement by reaching out to DHS. Families will provide information on the service stop date and the new child development facility. DHS will provide families with a new admission for the new child development facility.

A child participating in the QIN may be determined eligible for a period of up to 36 months or until Sept. 30 of the year when the child turns 3 years old, if later

Are families required to do an in-person interview? 

No, families are no longer required to do an in-person interview. Eligibility workers may reach out to families if they have additional questions about their application or supporting documentation

What are the two need categories? 

1. Children who reside with a parent(s) or guardian(s) who are working, attending a job training or education program, or are seeking employment. 

2. Children who receive, or need to receive protective services or are considered to be a vulnerable child.

What is the name of the portal used by eligibility workers to communicate with OSSE all admissions decisions? 

This is a trick question :)

Normally, eligibility workers will use the Subsidy Eligibility & Assignment (SEA) system to communicate with OSSE admissions decisions. However, if the child is receiving care for less than 5 days or more than 5 days, the eligibility worker will also need to complete the Child Care Payment Adjustment Authorization Form.

Are co-payments allowed to change during the eligibility period?

Co-payments may not be increased during an eligibility period. However, a co-payment may be decreased during the eligibility period due to a change in qualifying activity, loss of employment, decrease in income, or increase in family size.

At the end of the eligibility period, families are required to redetermine their eligibility by providing proof of what? 

  • Proof of income earned during the last 45 days (unless exempt);
  • Proof of DC residency;
  • Proof of qualifying need category; and
  • Proof of any changes from what was reported in the initial application, including change in family size or change in custody arrangements.
