Should we let our friends or siblings use our Chromebook? Why?
NO!
If they damage it, you are the one responsible for it? Also, you most likely are the one logged in and you do not want your friends to be doing work on your account.
What should you do if you notice there is damage to your Chromebook?

Yes! It cost $40

Describe the best way to put in and take out my charger from my chromebook charging port?
Place chromebook on level surface and put in and pull charger straight out. Do not pull at an angle.
