Concepts of Operation
Its purpose is to provide a centralized location where government officials and their technical advisers and other experts can gather to properly manage an incident or disaster and maintain services to the unaffected community.
What is an ICC (Pg. 8)
This person can activate all or part of the EOC.
Who is the City Manager or Acting City Manager (Pg. 17)
This position will be responsible for the overall management of the incident, will develop and implement strategic objectives and approve the ordering and release of resources.
Who is the Incident Commander (Pg. 26)
The staff who report directly to the Incident Commander, including the Public Information Officer, Safety Officer, Liaison Officer, and ICC Coordinator.
What is the Command Staff (Pg. 9)
A declaration of this type can be issued and declared only by the Mayor or Mayor pro tem.
What is an emergency or disaster (Pg. 14)
A designated area in an Ames government building where key management staff from the City and/or other agencies come together during a major emergency or disaster to coordinate response, recovery actions, and resources.
What is an ICC (Pg. 8)
Either one of these two individuals can activate the EOC if the City Manager or Acting City Manager is not immediately available.
Who is the Chief of Police of Fire Chief (Pg. 17)
This position, also known as a coordinator, is a member of the Command Staff and is responsible for the setup and ongoing operations of the ICC. They ensure that the ICC is setup before General Staff arrival, including phones and computer access.
Who is the Incident Command Center Coordinator (Pg. 31)
The organizational level having responsibility for a major functional area of incident management and broken into three specific sections; Operations, Planning, Logistics.
What is the General Staff (Pg. 9)
These are required at the beginning of each operational period and shall be held periodically as necessary for all ICC staff.

On-Scene supervisors will work out of this type of location, generally located at or in the immediate vicinity of the incident site, and will have direct, on-scene control of tactical operations.

A member of the Command Staff who is responsible for monitoring and assessing hazardous and unsafe situations and developing measures for assuring personnel safety.

This is the location of the alternate rally point if the primary ICC is unusable.

Staffing at the blank is divided into nine functional categories. Not all functional categories may be activated during an incident, and staffing will be based on the magnitude and needs of the incident.

This position is responsible for the formulation and release of information about the incident. They collect, verify, prepare, coordinate, and disseminate community information to the public through the news media, radio, newspaper, and social media.
Who is the Public Information Officer (Pg. 46)
This section provides all incident support needs, and is responsible for providing: Facilities, transportation, communications, supplies. equipment maintenance and fueling; food services (for responders), medical services (for responders); and all off-incident resources.

Who is the Fleet Services Director (Pg. 24)
This position coordinates radio, telephone and computer resources and services provided to ICC staff as required.
Who is the Information Technology/Communications Coordinator (Pg. 36)
The COA now has this that can be deployed to any part of the community accessible by roads. Its versatility is such that it can be used as Mobile Command Center, Information Center, Distribution Center, or Rehab Center.
What is a Mobile Command Trailer (Pg. 18)
This section is responsible for collecting and managing all relevant operational and intelligence data for the incident and disseminating information to provide situational awareness for the incident. They collect situational and resource status information, evaluate it, and process the information to develop incident action plans, prepare alternative strategies, predict probable incident events and control operations.
Who is the Planning Section (Pg. 63)
This section develops and implements tactics to achieve strategic objectives for the operational period in accordance with the Incident Action Plan (IAP).
