The 26th Amendment lowered the voting age and the previous 6 Amendments expanded the voting rights for most American citizens.

What is the final step in turning a bill to a law?

The final step is the Bill is sent to the president where it can be signed, vetoed, or pocket vetoed. After this if the bill was vetoed Congress can override it with a 2/3 vote.

The Domestic Policy is decisions made by the Administration that relate to problems within the country's borders.

How does the supreme court check other branches powers?

The supreme court checks congress' power by rules on legislation and the supreme court checks the president's  power by Rules on executive action.
