Congress admitted California as a free state and split the newly acquired land between New Mexico and Utah. Neither territory had any restrictions on slavery, the people would decide for themselves. It was made illegal to buy/sell slaves in Washington D.C. making the North happy. Fugitive Slave law was enacted, making it easier for slave owners to get fugitive slaves back from the North.
