What is damp air comes off the ocean and gets pushed up the mountain where the air cools and the water vapor in the air condenses, causing it to rain. By the time the air moves over the mountain it is cool and dry and has lost its moisture. This cool air sinks, leading to dry conditions on the leeward side of the mountain.
