Rwanda is taxing secondhand clothing imports at a higher rate to discourage its importation and places limits on them, invested in recycling programs and local fabric industries, and created education programs to encourage people to clean up litter and buy better clothes.

Film allowed fashion trends to spread a lot faster than before and created idols in celebrities or their characters that people wanted to emulate in their fashion and their characteristics, especially women and young people. These groups saw this as an opportunity to control their own style inspired by people they looked up to in the media. it has been criticized for setting unrealistic expectations.
