If a producer is contracted to sell UnitedHealth Group’s commercial small group plans or Golden Rule, does that allow them to sell the Medicare products as well?


No, 

In order to offer UnitedHealth Groups Medicare portfolio, the producer will need to be contracted, licensed, appointed and certified with our Medicare and Retirement business segment.

 

NOTE: EDC producers can sell group also. ICA, Internal, ISR, or Non-Licensed producers cannot sell group policies.

Can a producer order enrollment kits prior to being contracted and/or certified using their Party ID?

Producers cannot order enrollment kits nor offer any products from UnitedHealth Group’s portfolio until they are a contracted, appointed and certified producer for UnitedHealth Group.  They will need to wait to receive their Welcome Letter from the Agent Lifecycle Management Department which will provide their writing number.

If a producer received a letter stating that their resident state license is expired and they will be terminated, where should they submit their license?

 

 

If producer is active: 

What date was their license activated with the State?

  • If under 2 days:  Allow up to 2 days for NIPR to update that information.  Our contracting database feeds off of NIPR (National Insurance Producer Registry).
  • If it has been longer than 2 days: Advise producer to verify with their resident state and make sure the license is showing up on NIPR (National Insurance Producer Registry).
  • If you feel it necessary to escalate to Contracting Tier 2, please be very specific in your SR to them, explaining why you are escalating this. Example:  The producer’s Resident License was reinstated on (DATE, more than 2 days ago) and they are scheduled to be terminated for License Expiry.


If producer is terminated:

Advise the producer they are inactive in our system at this time.  The producer should contact their upline for further assistance with completing and submitting all new contracting paperwork as required to re-contract.


If a producer was already inactive at the time their license expired, they will not be notified by UHC.

How does an ICA producer move to NMA?

Agents who wish to move from ICA to EDC must comply with current release rules. No move requests will be honored during the blackout period of 9/1 – 12/31, even if ICA has a release.


ICA must work with the NMA to submit contracting request and obtain an Authorization to Recontract (ATR). ALM will request the ATR on the producer’s behalf. The producer and upline should not attempt to obtain the ATR themselves.


The producer may be subject to a 30-day wait period.


This waiver must be approved and signed by the Region Sales Vice President or his/her specified delegate.

Is there a blackout period?

Yes, there is a blackout period September 1 through December 31 to reduce disruption during the Annual Enrollment Period. Agents who submit an intent to move must wait 3 months. If that 3 month falls into the blackout period, Contracting would notify them of their ability to actually move beginning in January (after the blackout has lifted). This only affects NMA to NMA or Channel to Channel changes. Hierarchy level changes within NMAs can still be made. If contracts are received during this time, to change NMA to NMA or Channel to Channel, this will not be processed, and a new contract will need to be submitted after January 1 of the following year.


NOTE: The Blackout Period does NOT pertain to the submission of ITMs. ITMs can be submitted at any time throughout the year.


NOTE: The Blackout Period does NOT pertain to new onboarding. Agents can still submit onboarding paperwork at any time.

Once a party ID is issued, how long does the producer have to complete their certifications?

The producer has 90 days from the date listed on their party ID letter to complete certifications for issuance of a writing number.

What are the ways an agent can contract with UHC M&R?


There are 3 types of contracting:


Individual = Agent is contracting as themselves and not an agency and will only have one writing ID for themselves to write business.

Non-Writing Principal = Agent is contracting as an agency where the agency will have the writing ID to write business and the agent will NOT have an individual WID.

Writing Principal = Agent is contracting as an individual and as an agency where there will be two writing IDs – one for the agent and one for the agency – that can be used to write business.

If a producer is terminated, either by their request or UHC, will they still receive renewal commissions?


 

No, if an agent (active or servicing) is terminated for any reason their renewals for enrollments effective 1/1/14 and later will stop and will not restart.


Exception: The producer will continue to receive renewals only if they were not terminated for cause, for select plans effective prior to 2014.

What is the significance of a “Just in Time” state?

If an agent requests to be appointed in a JIT state, they will not be officially appointed until a sale is made in that state. Once the sale is made the agent will be appointed in the entity/entities that pertain to the product sold.

If an agent was termed/servicing status more than 6 months ago, do they need an NMA release to re-contract?

Is there a time limit to send in a new contract?

Paperwork must be sent in with current dates for processing.  Signature dates will expire as follows:

  • Relationship Hierarchy Addendum: 30 days from signature date
  • Agreements: 30 days from signature date
  • Appointment Application: 30 days from signature date

Can UHC advise why a background was denied?



We are unable to advise of specific reasons a background was denied however, the PHD can advise there was adverse information on the background check and the producer should expect to receive a letter in the mail within 10 business days that will have further information.


NOTE:  If the producer has not received the letter, and it has been more than 12 days, create an SR to obtain a copy of the background decline letter to provide to the producer.

If a producer’s upline is cancelling their contract, does the producer need to submit a new contract?


If upline requested termination: All Solicitor downline producers will be terminated. Producers at the Agent level and above will be re-assigned to the next upline.

 

If UHG requested termination for upline: The producer will remain active under the next upline in their hierarchy. 

NOTE: This does not apply to Solicitors. Solicitors will be terminated if their direct upline is terminated.

Can the agent make a sale if the appointment in Jarvis is a Y, but the license is a N?

 


No. An agent needs to be properly licensed in the state before they can make a sale even if the appointment is marked as a Y.

Can an agent or agency change levels with the new hierarchy?



The agent or agency’s new contract must be at an equal or lower level than the current contract level when moving under a new NMA.

Why would a producer receive a party ID letter but not be able to access Jarvis to complete certifications?

 


It can take up to 72 hours from the date the party ID letter was issued to grant access to the learning center via Jarvis.  Producers should allow that timeframe to pass and try logging in again.

How many times can a failed background be appealed?



Producers may appeal a failed background two times.  If the producer fails both appeals, they will need to wait one year from the date listed on their denial letter before attempting to contract with UHC again.

What is the best way to Contract with UnitedHealthcare? As an EDC producer, ISR or ICA?

We can provide a producer with the contact information for all these channels. The producer can then reach out to them to obtain additional information so they can determine which channel will suit their needs best.

What are the levels in an EDC Hierarchy? (After 10/2023)

After 10/1/2023:

  • National Marketing Alliance (NMA)
  • Strategic Marketing Organization (SMO)
  • Field Marketing Organization (FMO)
  • Master General Agent (MGA)
  • General Agent (GA)
  • Agent
  • Solicitor

Note: Not all Hierarchies will have each level, this is just the potential and structure they will be in.

What is the Intent to Move?



Intent to Move (ITM) is a Producer’s option to change their channel or NMA without obtaining a release from their current upline NMA.  This program safeguards a Producer’s opportunity to continue to write business while completing the program’s three-month waiting period.

Can a principal and an agency be contracted under different channels?



No. A principal and an agency must be contracted under the same channel (EDC, ICA, IMO, etc). If they are in the EDC channel the principal and agency must also be under the same NMA. If they submit onboarding paperwork for one entity and not the other, to change channels/hierarchies, the older of the two contracts will be terminated per Agent Request/Channel conflict.

Where are missing documents submitted?


As all contracting paperwork is now submitted via Sircon/eContracting process there are two options to submit missing documents.


  • Express Contracting Upload
  • Email the requested documentation to aobmsdoc@uhc.com.


Option 1 is prioritized over option 2 as all paperwork should be submitted electronically now.

Does a producer need to sign a contract every year with their upline?

 


No.  However, the producer will need to complete required certifications annually.

Who determines the producer level?


The producer’s upline determines their level.  The producer must contact their upline for any producer level changes.

How are the fees calculated in a JIT state?



Producers will only be appointed for the legal entities required for the actual product they sell. UHC will only pass on the actual incurred fees related to those entities in non-resident states.
