How should you dress a frostbite wound/area?

Protect skin with loose dry dressings, place gauze between fingers and toes, leave blisters intact, if possible elevate any thawed extremities above level of heart.

Is there any stage in hypothermia that would require CPR?

Yes, in severe hypothermia, if the person is not breathing, start CPR.
