No, the ten week waiver is a notice to the personnel involved in administering the test and allows them time to adequately prepare. Per OPNAVINST 6110.1J, members are to be physically ready for a PFA at all times and not receiving a ten week notice is NOT grounds for being excused from the test.

Sailor verifies information on EAW through NSIPS and makes changes/uploads supporting documents if necessary. If no changes were made by Sailor, EAW is submitted to NOSC ESO, process is complete.
If changes were necessary, Sailor submits changes, ESO validates new information and returns to Sailor. Sailor validates worksheet is correct and returns to ESO. Process is complete.
