If a (non-)protected PVP item that will impact performance is deviating from expected value a strong pin is created. The latest possible time to solve this is MS10 before SW freeze on NXT (and MS02B before SW freeze on XT).

Bonus point: an ODR MUST be created for a strong pin.

Any one is OK:
- Certain MCs are not set OK because EVP only switches at ELMIC and MCs are updated on creation (not on upgrade)
