God knows that humans are inclined to make their own decisions (sometimes bad ones) God also knows that if love is going to be real it cannot be forced. Love is so important that God gave us this ability to make our own choices.

When we have (this kind of sin) on our soul we may NOT receive the Eucharist if we have not gone to Confession because (this kind of sin) cuts our soul off from the love of God.
