Yes! While most commonly used with Scheduler, this is an option for those without the module.

No, this would be an enhancement request.

Request group is one of the last items considered when Scheduler enrolls students. Other items like course classification "Scheduling Sort Key" values will take priority.

Can I lock recommended course requests so students can't edit them?
Technically yes! Marking a course request as "Approved" fully locks down the request. Marking it as "Recommended" will only prevent it from being deleted, items like priority and level can still be adjusted.
It looks like only approved course requests are being used by the Scheduler, can I fix this?
Yes! On the Scheduler configuration, this is one of the global constraints that can be turned off and on.

I marked a student's course requests as complete, but they're still able to edit them. What did I do wrong?
This is expected. The "Course Requests Finalized" flag on a student record is only meant to indicate that the requests are finalized, this does not lock/approve/prevent them from being adjusted; this is for internal reference.
How are the credits that display with a course request calculated, and can this be hidden?
This is based off of past year class data. New classes will not show credit information unless a class for the previous year is added.
These credits cannot be hidden.
