Specifically tell someone to call 911 or local EMS. Check the ABC's for no longer than 5 seconds.

If the victim is not breathing and there is not pulse start CPR. Use the AED as soon as it arrives and continue until EMS arrives.

You walk into your house after school and see the plumber working under the kitchen sink. You also notice a pool of water where the plumber is working. All of a sudden you see that an extension cord with loose and bare wire has come into contact with the water and the plumber. What do you do?

Unplug the source of the electricity without coming into contact with the water or the plumber. If unable to do so, then find the breaker and turn off the electricity to the house. Check the scene for your safety, check for consciousness, call 911 if needed, then care for the victim.
