Educate the provider on MNR and make very clear...ASH does not require "pre"-approval
You can also point out that ASH will also admin OON MNR and if your OON you don't get to use ASHLink or have the opportunity to move up in tiers.
Leave in Reviewing for now, if provider is adamant about no MNR talk them down to see if a higher tier will work instead.
