Ciacco- He is speaking directly to Dante telling him how he is punished in the third ring of the Inferno. The punishment includes a constant rain of hailstones, and everyone is punished the same way.

Virgil- Everyone hates fortune and trashes her (rich and poor) Fortune is like a honey badger and doesn't care!

Virgil- He is personifying the idea of Fortune. He says no human can understand her, and she changes throughout time.

He chose to write in Italian (not Latin) making it available to a MASS audience. Our own Henry Longfellow was the first to make a complete translation into English (1867)
