This is the step in an organizing conversation where you prepare the worker for the boss' negative reactions to the action you are planning to do.

Step 1: DPS and DCTA must engage in the bargaining process in good faith.

Step 2: If DPS or DCTA stops bargaining in good faith and / or can't reach an agreement the parties declare impasse. 

Step 3: DPS and DCTA will engage in mediation to come to an agreement. 

Step 4: If an agreement can't be reached, they must FIRST notify the Department of Labor and Employment of the dispute so they can attempt to resolve it, then the Director of CDLE will issue an order ending authority over the dispute. (Governor likely gets involved)

Step 5: Only after all the steps have happened, DCTA can engage in a strike.
