Danish envoy to Petrograd/St. Petersburg and hated cousin of Danish Foreign Minister Erik Scavenius. He was made part of the DRC envoy to Petrograd in 1915, and despite the DRC’s NGO status, he unofficially negotiated on the behalf of the Danish Foreign Ministry (DFM) when dealing with the Russians on DRC business. He often butted heads with Ludvig Dithmer, the head of DCR operations.
