Factionless are the people who have been moved out of their factions and have to live in poverty. This could be because they don't pass initiation or have committed a crime.
The people in Divergent think that being factionless is worse than death - you have no family, no community, no purpose in life.

Divergent people get multiple factions assigned to them in their aptitude test as they don't 'fit' into just one faction. They are perceived as dangerous because they 'threaten' the system by not conforming and are believe to be uncontrollable.
