What is Constantine was seeking to be the sole Roman Emperor, fighting battles throughout the Roman Empire to achieve this. Before the last battle, he saw a vision of the Chi-ro. He put the symbol on his shields and banners and went to fight under the intercession of this God. After the victory, he sought to pay tribute/gratitude to the God. This led to him creating the Edict of Milan which included religious tolerance for the Christians in the Roman Empire. This led to less persecutions.
