This is a similar idea to how people are judged and mistreated due to their race, religion, sexual orientation, gender, etc. in todays society

Waknuk possesses a hierarchy that places "norms" at the top, and mutants at the bottom. Mutants are punished and alienated for how they were born. The New People's society is the opposite. The telepaths are at the top, while the normal people are at the bottom. Both the communities are the same in terms of killing people to get what they want.  It's ironic because no matter where David goes he will never escape this hierarchy, he has just switched sides.
