Is the SLQ-32 a radar? Why or why not?
No. The SLQ-32 is a passive (passive = does not transmit an RF) surveillance system that is receive-only and does not transmit any RF like a RADAR, so it is able to only provide bearing for a received radar, but not range; whereas a RADAR by definition must provide both range and bearing.
