Blow the whistle, encourage the camper to swim to shore, if not able to swim, get the camper and boat as close to the shore as possible, use a throw bag if necessary, remove the camper from the lake, and tow the boat to shore

Take a head count, talk to those who were with the camper, do a complete search of the immediate area, contact local authorities, contact Camp Director
