Romans had a calendar with only 10 months, March-December. 4 months had 31 days and 6 had 29 days.
Later on, January and February were added with 29 days each to make their calendar coincide with the Lunar year.
Total number of days/year is now 356.
Finally, the Romans were superstitious and thought even numbers were unlucky, so they subtracted 1 day from February to make the year have 355 days.
As the Gregorian calendar evolved, February stuck with 28 days :)
