Using a part of a physical object to represent the whole object. 

For example, when we talk about eyes watching us we of course mean people. There may be many hands working in a factory, but we mean people. To ask someone to check out one’s wheels usually means to whole car. We focus on particular parts. Synecdoche must refer to one part of one whole.
