If the youth refuses to turn themselves in inform them that a staff memeber is going to call the authorities and notify them that the youth is at Next Wave 3. Then notify that the youth cannot stay at the centre and will not be allowed back until they can satisfy Next Wave staff that they have appropriately dealth with their situaition
