No. FERPA prevents the disclosure of information on when and where a student may be. This does not qualify as an emergency situation exception because here you can have a school official go to the location and have the student contact the parent.

Yes. As a mandatory reporter, you must report this to your Supervisor or the Title IX Coordinator. It is not your responsibility to determine if there is a TIX violation - you are off the hook!

Yes. For the student to waive her right to review her educational records, the right would have had to be in writing and be specific. The waiver could be withdrawn at any time.
