DND DRIVER’S LICENCE PROGRAM
DND assumes _________ for all those who drive/operate DND vehicles and equipment. As such, the Department will ensure that drivers are educated, trained and tested to a clearly defined level of proficiency.

Who is Road and Vehicle Safety Specialists?
The driver will have up to six (6) months to complete the remedial training or action indicated. If, after a period of six (6) months, the driver has failed to complete the remedial training by the completion date and their chain of command has not provided a valid reason, they are to suspend the driver’s DND driver’s licence until completion.
Who is RVSS?
Upon completion of the online TDG certification exam, they must print the online certificate generated by the application and present it to their Road and Vehicle safety section as their proof of successful completion.
Who are the members?
They are the final Authority for the DND Licensing Program. Local Road and Vehicle Safety sections act as licensing agents on their behalf to process driver's licence requests and renewals, and to issue paper Training Permits and Temporary Licences.
Who is Strategic J4 Transportation (Strat J4 Tn)?
This part of the DND 424 - Part 2 must be completed by the _____________ involved in the collision based on information contained in the Driver’s Collision Report DND 423 and in consultation with the driver concerned.
Who is the Supervisor of the Driver?

They are to sign the DND 424 acknowledging that the information contained is accurate and that the member was on an authorized detail at the time of the collision
Who is the driver's Commanding Officer?
They are responsible for the implementation and compliance of the Road and Vehicle Safety Program for the vehicles and drivers and promoting Road and Vehicle Safety within their unit.
Who are Commanders at all levels?
Once the remedial measures are approved, the file will be forwarded to the driver’s unit. They must sign in acknowledgement. Their signature is not intended to indicate concurrence/non-concurrence with analysis.
Who is the driver's CO or delegate?
This course is intended to mitigate the risk of the number one cause of collisions within DND.
What is the Safe Backing Course (SBC)?
CAF Members may obtain a DND driver’s licence upon the successful completion of any of these following courses:

1. LUVW Operator (AIPL);
2. MilCOTS (LUVW MilCOTS) Operator ;
3. LSVW Operator (AIPN); or
4. Mobile Support Equipment Operator - QL3 course.
* Those that have successfully completed the Army Driver Wheeled Common and one of the courses listed under sub-para a. above shall also be granted Qualification Classes A1, B1 and B11.

Who is the Unit Transportation Officer?
The minutes of each meeting must be passed to them for review and approval. They must comment on each suggestion or recommendation made by the board and must indicate acceptance, referral to higher authority, rejection, further investigation, etc.

Who is RVS?
The DND 404 is an official driver’s _______ not a ______. Their mandate can and often does extend to vehicle collisions where they are charged with determining responsibility as well as determining whether contravention of Criminal Code, Highway Traffic Act or National Defence policies / regulations has occurred
Who are the Military Police?
Depending on various factors such as: geographical location, Op tempo, staff size, RVS has 2 methods of qualifying members with the SBC endorsement.
