What is Frank feeling and what does he mean?

"That's so funny!" is sarcasm

"How much longer is recess?" is an indirect request. Frank is trying to change the conversation and wants to go inside to get away from Gary teasing him. 

Frank probably feels embarrassed and frustrated.
