The second round of speeches are called the rebuttal speeches. Who delivers these speeches and why are they different from the first round?
The leader of the opposition and the prime minister deliver the rebuttal speeches. They are different since they are shorter and should summarise the main points of the argument (and NOT introduce any new arguments).
