Workforce Investment Boards (WIBS): The number of required members has been reduced.

State and Local Plans: Each state must have a single, unified state plan covering all programs under the bill and local plans must be aligned with the State Plan.

Performance Metrics: There is now a single set of common measures to be used across all core programs.

One-Stop Job Centers: State boards are required to establish criteria for local boards to assess the effectiveness and accessibility of Job Centers every three years.

Sequence of Services: Policy guidance from the US DOL eliminating “sequence of service” is officially codified. Individuals are not required to receive career services prior to receiving training services.

State-Wide Set Aside: Restores the state-wide set-aside to 15 percent.

Funding Levels: Funding levels for each fiscal year (FY 2015-2020) are set and increase incrementally so they are eventually on-par with funding levels established before the sequester.

Conditions A

Has been terminated or laid off, or has received a notice of termination or layoff, from employment; and

Is eligible for or has exhausted entitlement to unemployment compensation; or

Has been employed for a duration sufficient to demonstrate an attachment to the workforce (two pay periods or one month, whichever is less), but is not eligible for unemployment compensation due to insufficient earnings or having performed services for an employer that were not covered under a State unemployment compensation law; and

Is unlikely to return to a previous industry or occupation;


Conditions B


Has been terminated or laid off, or has received a notice of termination or layoff, from employment as a result of any permanent closure of, or any substantial layoff at, a plant, facility, or enterprise;
