- cover exposed skin with suitable clothing/blankets and make sure head is well insulated

- adjust clothing to keep wind or drafts out (wrap is space blanket or garbage bag)

- if possible move casualty out of cold environment

- loosed or remove tight clothing

- wet clothing causes severe heat loss; if in a dry shelter replace with dry clothes if possible otherwise put dry clothes over wet clothes

- insulate casualty from cold object (sit on a jacket or lie on a blanket)

- get medical help

In an emergency, where there is confusion and fear, the actions of a calm and effective first aider reassure everyone and make the whole experience less traumatic. 

- protect the casualty's belongs; keep unnecessary people away; reassure family/friends of casualty; clean up the scene and correct any unsafe conditions

You need a bystander to call for medical help.  What do you tell the bystander to do?

Tell the bystander to call an ambulance.  Give them the number.

Tell them what is wrong with the casualty.

Tell them where you are.

Tell the bystander to report back to you after they call for help.

If possible someone should meet the ambulance to lead them to the scene to save time.

take measurer to prevent these areas from freezing again - stop the activity or dress more appropriately

Emergency scenes attract a lot of attention.  Ask bystanders to help by:

- make area safe, find all the casualties, find a first aid kit, control the crowd, call for medical help, help give first aid under your direction, gather and protect the casualty's belongings, take notes, reassure casualty's relatives, lead ambulance to the scene
