Each conference has 16 teams. At the end of the season, both conference have their own separate playoffs. After the playoffs, the champions of each division play each other in the Super Bowl.

The NFL instituted the rule in 2005, primarily due to Cowboy safety Roy Williams. Williams was consistent in tackling offensive players with the ball in this fashion. It was ruled a 15-yard personal foul penalty, and the league has fined and/or suspended players for this type of tackle.
