It is to replenish the time wasted throughout the FULL 90 minutes. It replenishes for example, the time when the player gets the ball and decides first when to throw it in, preparation time for every corner-kick, free-kick, penalty. The time never stops so when the ball is not in play and there are some "play preparations", the added time in the end replenishes those lost time.
