When I am riding the board, I am going forwards on the board. But the pebble causes a force going in the opposite direction of the board. So the board has an opposing force acting on it and it stops. But I am still going forwards and the pebble doesn't act on me so I fall.

Basically when you put force on an object, the object will exert an equal amount of force in the opposite direction. If you push on a wall behind you while on a board, the wall will push back making you go forward.
