Foreshadowing hints at something to happen in the future, whereas a flashback goes to something back in time that has already happened. But a flashback can foreshadow an event in the future.

No-because foreshadowing is not always right, the author can lead the reader astray. If we were able to see the future in the texts then there would be no point in reading books, we would know the ending before we even get to it.
