If the scholars are not present in a society, the masses will follow ignorant leaders who will issue fatāwas without knowledge.

“Allah does not withhold knowledge by snatching it away from his servants, but rather he withholds knowledge by taking the souls of scholars until no scholar remains and people follow ignorant leaders. Actions are only (based) on motives (niyyah), so each person will have what they have intended. So whosoever migrated for Allāh and His Messenger, their migration was for Allāh and His Messenger. But he whose migration was for some worldly benefit or to marry a woman, his migration was for that he migrated to.
